The town of Harsova, with a population of approximately
11,000, is located approximately three hours away from the city of Bucharest, the capital of Romania,
toward the Black Sea port city of Constanta. Although a strategically located town that includes a regional
hospital, the Romanian government designated Harsova as a disadvantaged area in 2001. Unemployment is high. The
population is separated into three major people groups: Romanian, Romanian Gypsies and Turkish
Gypsies.
